Abstract : Discusses the management of medical emergency responses in the 1930's in Shanghai's public concession (gonggong zujie), a part of the city's International Settlement, officially placed under non-Chinese administrative control. The services provided - including public health administration, fire prevention and control, and rescue efforts - worked well in terms of thoroughness and efficiency.
