Abstract : On the eve of Shanghai's liberation in 1949, the Central Committee and the East China Bureau of the Chinese Communist Party worked out basic policies for taking over the financial institutions in Shanghai and designated the responsible agencies and the extent of their responsibilities. After the liberation, about fifty financial institutions were taken over. After auditing the property, clearing up creditors' rights and debts, and making arrangements for the existing staff, these institutions were eventually shut down or reorganized. Examination of the difficulties of taking over Shanghai's financial institutions shows how the state and financial institutions in old China controlled and affected financial, economic, social, and other fields, thereby revealing the causes of the financial crisis in the late period of Nationalist rule.
