Abstract : In 1932, the City Government of Greater Shanghai (established 1927), anxious to counter the International Settlement's expansion of roadbuilding and electrical utilities into areas under Chinese jurisdiction, initiated negotiations with the foreign-owned Shanghai Power Company. Two years of negotiations resulted in defeat for the city and gains for the company that included legalization of foreigners' establishment of the Shanghai Western District Power Company. The city's lack of capital and other resources and its failure to push its policy objectives were prime reasons for this loss.
