Abstract : For nineteen years (1919-37) the Pudong Electric Power Company served not only industry but homes in the Pudong area (opposite Shanghai on the Huangpu River) and four neighboring counties. The company's rapid development was largely due to the technical knowledge, management experience, and personnel skills of its founder, Tong Shiheng (1883-1975). The Shanghai Municipal Utilities Bureau which had regulatory authority in the area, however, lacked Tong's farsightedness and often impeded the company's ability to meet urgent development needs.
