Abstract : Studies the democratic and anti-Japanese tendencies of the chambers of commerce in Shanghai, Tianjin, and other cities from 1927 to 1936. Their activities to promote economic recovery and development indicate that although the Nanjing Nationalist government reorganized and consolidated the chambers of commerce, the chambers did not completely forfeit their independence and did not completely yield to governmental power during this period. in fact, they were business organizations with a good deal of independence. Furthermore, relations between the government and the chambers were not static, given the political and economic changes that they experienced.
