Abstract : In 1914 Shanghai was a city that attracted foreigners from all over the world. They made it a city of compromise, built on treaties and trade regulations as much as on municipal structures. Foreigners lived and traded within it and enjoyed special tariffs and legal privileges - a system which worked to the disadvantage of the Chinese. The author describes the impact of the outbreak of World War I on Shanghai's trade and civic organizations and the parallel consequences of institutional change on local diplomacy.
