Abstract : Offers a historical analysis of Hong Kong's urban municipal development under colonial rule & of the evolution of municipal governance in China before 1949. It is argued that both histories inform Hong Kong's present urban identity & serve as the context for post-1997 integration. Municipal schemes to establish local political identity in Hong Kong since the mid-19th century are reviewed, showing how they were routinely thwarted by the British citizens & suppressed Chinese character. Similar oppression is observed in the Chinese government's attempts to derail non-traditional municipal developments in the growing cities of Guangzhou & Shanghai during the revolutionary period, 1911-1949.
