Abstract : Japan's initial occupation policy in central China called for a Japanese commercial monopoly of grain management and the food supply. Economic failure, however, defeated this plan, and the Japanese agreed to negotiate economic problems with the puppet regime of Wang Jingwei (d. 1944) in Nanjing. in these negotiations Japan relinquished control of the area's food supply and grain management and organization to the Chinese. The course of this series of negotiations, which resulted in a local grain system that served the interests of both China and Japan, merits scholars' attention.
