Abstract : Social welfare services provided by local elites and the middle classes in Shanghai, China, during the Republican era (1911-37) were extensive and played a significant role in the development of the city. These services, composed mainly of philanthropic organizations, were motivated by values influenced by Western humanism and Christianity, and demonstrate that a maturation in urban society was taking place
